Lorraine Sparey said Cherry Tree day nursery in Lodge Road could not be assessed as good because the quality of teaching varied.
She said at times staff engaged with children well but on other occasions youngsters wandered aimlessly and staff did not fully support their learning.
She also highlighted the monitoring of educational programmes by the management team as an area for improvement and said staff were not consistent in involving all parents fully in their children’s ongoing learning.
However, her report said staff supported children with special educational needs or disability well, working closely with other early years professionals to help them reach their full potential.
Ms Sparey also said older children benefited from moving freely between indoors and outdoors and making choices in their play. Children feeling safe and secure was another strength of the nursery.
